Octavia brings over two decades of leadership experience in education, real estate, business development, and nonprofit management. She is a proven expert in building public-private partnerships that expand opportunities for students and communities, working closely with government, business, and nonprofit organizations to deliver innovative workforce and technical education programs.

Under her leadership, McDougle Technical Institute has developed strong vocational and athletic programs, student-centered campus life operations, mentorship initiatives, and a vibrant faith-based community environment. Octavia’s leadership extends beyond academics—she champions holistic student development through mentorship, ministry, financial empowerment programs, and career readiness initiatives.

Octavia holds an MBA from The George Washington University, equipping her with advanced expertise in organizational management, strategic planning, and operational execution. Her ability to design and manage complex programs, secure funding, and drive sustainable growth reflects a lifelong commitment to service, stewardship, and community uplift.

As a visionary entrepreneur and founder, Octavia also leads initiatives through the Stockar and Octavia McDougle Family Foundation, driving education, housing, and economic development projects across underserved communities.
