Second Wind Pathway is an initiative of the Stockar and Octavia McDougle Family Foundation, Inc., a 501(c)(3) nonprofit organization.
The Foundation is dedicated to empowering individuals through education, athletics, mentorship, and supportive residential programs, helping people overcome challenges and build a path toward a stronger future.

This initiative is made possible through a strategic partnership with McDougle Technical Institute – Georgia, LLC, a nonprofit postsecondary vocational school located in Buena Vista, Georgia, that shares our vision for accessible education and transformative career training.

Our mission is to restore hope, rebuild self-worth, and create sustainable pathways to lifelong success.

Founded by educators and community leaders who recognized the gaps in traditional support systems, Second Wind Pathway was created to serve individuals who don’t just need a certificate or a job—they need direction, mentorship, and a renewed sense of purpose.

Led by Stockar and Octavia McDougle, Second Wind combines decades of expertise in education, workforce development, ministry, and restorative justice with a deep, personal commitment to helping people reclaim their future and live out their God-given calling.
